Delivering agency-side compliance oversight on ADOT’s $600M I-10 Country Club to Kino Parkway widening project as part of the General Engineering Consultant (GEC) team. Supporting one of the largest transportation investments in Southern Arizona, Kuniklo partners with AECOM to represent ADOT’s interests and ensure compliance performance across all phases of the project. Operating on behalf of the agency, Kuniklo provides comprehensive oversight including DBE program monitoring, business utilization tracking, commercial useful function reviews, and labor compliance support. This work ensures alignment with federal requirements while maintaining accountability, transparency, and program integrity on a high-visibility corridor project. As the project progresses, Kuniklo’s role strengthens ADOT’s ability to manage risk and deliver measurable outcomes across a complex, multi-year infrastructure investment. This engagement reinforces Kuniklo’s expertise in supporting large-scale transportation programs at the agency level. Acting on behalf of the agency, Kuniklo provides comprehensive oversight including DBE program monitoring, Commercially Useful Function reviews, and evaluation of Open Ended Performance Plans. Services also include certified payroll review under Davis-Bacon requirements, labor compliance monitoring, and reconciliation of field interviews with construction inspection data to ensure accuracy and accountability. Kuniklo’s role extends into procurement phase strategy, offering subject matter expertise to align contracting approaches with business utilization goals. Through staff augmentation and technical assistance, Kuniklo strengthens ADOT’s ability to manage compliance risk while maintaining transparency and performance across this major transportation investment.

Providing municipal-side labor compliance oversight and training to strengthen prevailing wage enforcement on federally funded housing projects. Through an annual contract with the City of Glendale, Kuniklo operated on behalf of the municipality to deliver compliance oversight across LIHTC-funded developments, ensuring accountability at the owner level. At the outset, processes relied heavily on paper payroll systems, creating inefficiencies and increasing compliance risk. Kuniklo implemented structured oversight procedures while working directly with contractors to enforce prevailing wage requirements and improve reporting accuracy. Acting in the City’s role, Kuniklo ensured standards were consistently applied across projects while maintaining transparency and audit readiness. In addition, Kuniklo provided targeted training to both contractors and City staff, strengthening internal capacity and understanding of compliance requirements. The City’s request for expanded in-house training reflects trust in Kuniklo’s ability to not only manage compliance, but to elevate municipal oversight and long-term program performance.

Maintaining zero project delays while rebuilding a city compliance department through full program support, training, and operational leadership. Kuniklo partnered with the City of Tucson to supplement its Business Enterprise Department during a critical period of staff retirements and organizational transition. Kuniklo served as an extension of the City’s team, maintaining continuity across all active projects while new staff were recruited and trained. Support included compliance oversight, goal setting, and technical assistance, alongside the development of onboarding materials, job descriptions, and a city-specific compliance desk manual to standardize processes. Within eight months, the department was fully staffed and operational, with no project delays or compliance gaps. Kuniklo also led a citywide Compliance Training Conference, strengthening consistency across prevailing wage projects. This engagement established a long-term partnership and demonstrated a scalable model for maintaining program performance during periods of organizational change.

Exceeding 25% Section 3 goals to 40% on a multi-phase housing redevelopment through workforce programs and community-focused engagement. On the Stop Six Choice Neighborhood Initiative, Kuniklo partnered with McCormack Baron Salazar and Fort Worth Housing Solutions to support a large-scale, multi-phase transformation of public housing into a mixed-income community. Amid resident relocation, workforce shortages, and ambitious M/WBE participation goals, Kuniklo implemented integrated compliance and workforce strategies across all phases. Services included labor compliance and prevailing wage reporting, procurement outreach, subcontractor sourcing, and technical assistance to strengthen small business participation. Kuniklo also led targeted workforce initiatives, including youth and women-focused outreach, apprenticeship alignment, and community engagement to expand access to construction careers. The result was a significant increase in economic participation, with Section 3 outcomes reaching 40%, far exceeding the 25% goal. This ongoing, multi-phase partnership reflects a scalable approach to aligning housing redevelopment with long-term community impact.

Hiring 432 new infrastructure workers and generating over $16 million in local wages on a $1.35B light rail project. On the South Central Light Rail Extension, Kuniklo partnered with Kiewit and Valley Metro to transform workforce development into lasting economic opportunity for corridor residents. Kuniklo defined and implemented a Priority Zone strategy to ensure nearby communities directly benefited from the project. Through targeted recruitment, apprenticeship alignment, and hands-on training, 432 individuals new to light rail construction entered the workforce—nearly tripling original goals. Additionally, 103 workers from project-adjacent neighborhoods were placed, resulting in 12.5% of total craft hours performed locally. In response to industry-wide challenges including an aging workforce and limited training pathways, Kuniklo delivered over 4,000 hours of craft training and introduced more than 20,000 individuals to construction careers. This approach created a scalable model for workforce-driven economic mobility across major infrastructure investments.

Exceeding 10% SBE goal to over 12% on a $310M aviation project through strategic outreach and certification support. On the Terminal 4 S-1 Concourse expansion at Phoenix Sky Harbor, Kuniklo partnered with McCarthy Building Companies and the City of Phoenix to address participation barriers and strengthen small business inclusion during COVID-related disruptions. Kuniklo led targeted outreach during procurement, identifying qualified firms and guiding SBE-eligible businesses through the certification process to unlock participation. Through opportunity forecasting, subcontractor sourcing, and hands-on technical assistance, procurement strategies were aligned to maximize participation across multiple GMP phases. The result was over $22.7 million awarded to SBE firms, surpassing project goals and demonstrating a scalable model for inclusive economic impact. This success reinforced trusted partnerships and led to continued collaboration on future aviation projects, including Terminal 3 expansion.
